Project Guardian: A Collaborative Effort to Boost Financial Market Liquidity and Efficiency through Asset Tokenization

About Project Guardian

Launched as a joint initiative between policymakers and the financial sector, Project Guardian ms at enhancing liquidity and efficiency in financial markets by pioneering asset tokenization on a commercial scale. This comprehensive undertaking involves formulating industry standards for large-scale digital asset adoption while establishing robust policy guidelines and frameworks.

Goals of Project Guardian

The primary objectives are to cultivate a sound and sustnable ecosystem for digital assets with practical applications, guided by carefully considered policies and frameworks. The initiative focuses on four key areas:

Open and Interoperable Networks: Explores the development of open platforms that facilitate seamless trading across various digital asset networks.

Trust Anchors: Establishes a trusted environment through indepent trust entities equipped to screen and oversee entities ensuring risk management discipline.

Asset Tokenization: Investigates innovative methods for representing securities as digital bearer assets or tokenized deposits issued by financial institutions.

Institutional Grade Financial Protocols: Studies the integration of regulatory safeguards into standard financial protocols to mitigate risks such as market manipulation and operational flures.

Overview of Project Guardian Components

Project Guardian utilizes a layered model to illustrate technological components within a digital asset network. The reference model provides a framework for understanding how different components interact, with each layer potentially governed by diverse actors.

The Access Layer: Describes the user interface enabling access to services through direct or indirect connections via various platforms.

Services Layer: Implements smart contracts facilitating transactions like payments, ling, borrowing, foreign exchange operations, and trading.

Asset Layer: Records asset ownership. This includes native issuance assets issued on a platform and tokenization of existing assets representing real-world financial instruments.

Platform Layer: Responsible for recording digital asset ownership and executing service transactions. It supports various types of digital assets, including tokenized securities and central bank money.

Pilots

The project encompasses initiatives in Asset Wealth Management, Fixed Income, Foreign Exchange, among others, to demonstrate the practical implementation of asset tokenization techniques.

Policymaker Group

This group focuses on fostering international collaboration between policymakers by advancing discussions around standardized digital asset networks through uniform standards and regulatory frameworks. It sustnably grow the digital asset ecosystem.

Industry Group

Comprising financial institutions, this group collaborates to widen efforts in asset tokenization leveraging a network effect to expand applications into broader capital markets.

Associations Collaboration

Involving associations like Global Financial Markets Association GFMA, International Capital Market Association ICMA, and International Swaps and Derivatives Association ISDA, the initiative consolidate insights and best practices.
